No it cant be done because for any resin flooring the substrate moisture has to be in the limit of less than 5% or else the floor will fail.

We require a sound and dry floor in order to start surface preparation and installation of resin flooring system.

There are 3 reasons of bubbling up which are as follows:
a. Air is entrapped in resin material during mixing and remain during cure.
b. Moisture vapour transmission
c. Applying resin flooring on porous substrate.

Yes it can be applied if proper nosing is installed on all open sides in order to flush it with resin.
